Almaty – Bishkek road provides road connections between Kazakhstan to Kyrgyz Republic, Uzbekistan and Turkmenistan at the south and west. The section of Almaty – Bishkek road up to Kyrgyz border is 221 km of which 50km is dual carriageway.
In this section of the road, maintenance works could not be performed regularly during last 10 years due to lack of funds. Because of the development of free market relations in the country and among the neighbor countries and also increase in traffic volume and axial load, rehabilitation of the road has become more urgent.
The Government of Kazakhstan has applied for loans from ADB and EBRD for reconstruction and development of Almaty-Bishkek Road. The Government applied a part of ADB Loan for the Consultancy Services. The foreign exchange part of the construction cost of the project is 57 360 000 USD and will be financed under a loan from the resources of the ADB and EBRD.
Construction works will be implemented under three construction contracts, one of which under ERBD financing and the other two by ADB.
Scope of services covers:
Part 1: Construction Supervision
* Pre-Construction Stage
– Design Review and Preparation of Tender Documents
– Pre-qualification of Contractors and advise to the Ministry of Transport, Committee for Roads
– Invitation to tender and Evaluation of Contractors’ Proposals and advise to the Ministry of Transport, Committee for Roads
– Design and Mobilisation Review and approval
* Supervision and quality control of road construction to be realized by 3 contractors
* Benefit monitoring and evaluation study
Part 2: Road Maintenance
– Establishment of Road Maintenance organization
– Setting up Equipment Leasing System
– Road Maintenance by Contract
