Detailed Narrative Description of Project:
The Republic of Kazakhstan is upgrading the Western Europe-Western China International Transit Corridor (CAREC 1b & 6b), from China to Russia through Almaty, Taraz, Shymkent, Kyzylorda and Aktobe cities (about 2787 km). There will be two contracts for construction works:
Section – 1 km 593-632: this road section belongs to category I according to rules SNIP. Road section is on 593 km (border of Zhambyl region). This road section is part of by-pass with settlements on all alignment of Tulkubas district and South Kazakhstan Region, which was designed as new asphalt road. The designed alignment of this section is 39,433 km. The design provides construction of 3 bridges, 6 overpasses and 4 road interchanges and construction of 800 m long twin tube Highway Tunnel. All technical specifications are in accordance with GOST and SNIP.
Section – 2 km 632-674: this road section belongs to category I according to rules SNIP. The all alignment of the road section is going through an existing road. The road section km 632-652+88 up to km 674 is going through the district Sayram in South Kazakhstan Region. The designed alignment of this section is 40 km concrete road. The design provides construction of 2 bridges, 9 overpasses and 3 road interchanges. All technical specifications are in accordance with GOST and SNIp.
The total value of the construction contracts are:
Section 1 / Km 593 – 632: 15.751.627.460 KZT (103.488.192 USD)
Section 2 / Km 632 – 674: 14.096.302.009 KZT (92.612.704 USD)
Total: 196.100.896 USD

Detailed Description of Actual Services Provided by TEMELSU:
• overall technical and financial administration of the contracts;
• design review
• approval of the contractors’ work programmes and sources of materials;
• approval of contractors’ working drawings;
• construction supervision of the works and on-site controlling of the constructions (FIDIC 2005 – Bank Harmonized Edition);
• control and appraisal of the progress of the works;
• determining the value of approved variations and fixing rates;
• issuing interim certificates for payments to the contractors on the basis of measured work items and certifying completion of all or parts of the works;
• ordering tests of materials and of completed works;
• ordering the removal of improper or substandard works;
• ensuring that environmental mitigation measures are implemented during construction and as permanent works are brought into use;
• ensuring that traffic and safety requirements (including on-site movements) are met;
• verification of “As-built” drawings supplied by the contractors,
• advising the Employer on all matters related to the execution of the contract.
