Detailed Narrative Description of Project:
The project lies on the main East – West transport corridor of the country to the west of Tbilisi and is an important section of the E-60 Highway. The project aims to upgrade the existing highway by increasing it from a 2 lane single carriageway road to double carriageway with international standards by improving the vertical and horizontal alignment of the road. The pavement type of the improved road will be cement concrete. As a result of the horizontal and vertical improvements, there is a new 800 m long double tube tunnel and an 880 m long river bridge (Liakvi Bridge). Other structures between Km 80 and Km 95 are 2 interchange bridges, 2 river bridges, and 1 underpass bridge. At km 143, Rikoti tunnel (1750 m long) will be rehabilitated, including filling of the gaps between tunnel lining and surrounding rock by injection, new waterproof membrane, new concrete inner lining, new drainage system and concrete pavement, new ventilation system, lighting, signalization, power supply, communication, fire main, emergency call niches, etc. and rehabilitation of portal buildings.

Detailed Description of Actual Services Provided by TEMELSU:
• overall technical and financial administration of the contracts;
• approval of the contractors’ work programmes and sources of materials;
• approval of contractors’ working drawings;
• construction supervision of the works;
• supervision of tunnel E&M works;
• control and appraisal of the progress of the works;
• determining the value of approved variations and fixing rates;
• issuing interim certificates for payments to the contractors on the basis of measured work items and certifying completion of all or parts of the works;
• ordering tests of materials and of completed works;
• ordering the removal of improper or substandard works;
• ensuring that environmental mitigation measures are implemented during construction and as permanent works are brought into use;
• ensuring that traffic and safety requirements (including on-site movements) are met;
• verification of “As-built” drawings supplied by the contractors,
• advising the Employer on all matters related to the execution of the contract.
