Detailed Narrative Description of Project:
Monitoring of the OPRC – Kakheti Region Roads Rehabilitation and Maintenance (about 117 km). The works and services will be implemented under an Output and Performance Based Road Contract (OPRC) of 5 years duration comprising an initial Rehabilitation phase followed by a Maintenance phase. The OPRC Contractor will be responsible for the overall management of the roads (Category II) including design, rehabilitation, and maintenance works. Out of 117 km 37,5km will be rehabilitated and maintained and 79,5 km will only be maintained.
The services to be provided by the OPRC Contractor include all activities, physical or others, which need to be carried out, in order that the project roads comply with the Service Levels, as defined by the use of Maintenance Standards, Performance Indicators and other output and performance criteria indicated under the contract. In particular, they include management tasks and physical works associated with the rehabilitation and maintenance of the following road-related assets and items:
• Pavements
• Shoulders
• Signalling (horizontal and vertical) and road safety furniture
• Drainage structures and side drains
• Vegetation control
• Slopes (cuts and embankments)
• Structures (Bridges, culverts, retaining walls and the like)
• Traffic Management
• Data Collection
The services of the consultant divided into two parts:
Part A. Monitoring of Performance during Mobilization, Design and Rehabilitation Stage.
Part B. Network Condition Monitoring during Maintenance Stage

Detailed Description of Actual Services Provided by TEMELSU:
• the review of and recommendations related to the detailed designs and other project documents submitted by the OPRC Contractor,
• monitoring the execution of works by the OPRC Contractor and verifying that materials and workmanship are in compliance with the Specifications.
• verifying and certifying the progress and completion of the Rehabilitation Works
• certifying payments in respect of the Rehabilitation Works
• monitoring the performance of the required maintenance works and certifying monthly payments due having regard to all contractual penalties for failure to meet required maintenance standards/levels of service
