Detailed Narrative Description of Project:
Rehabilitation of M3 Chisinau – Giurgiulesti Road, km 96+800 – km 171+290 and km 179+650– km 190+750 (FIDIC Conditions of Contract for Construction, MDB Harmonized edition, June 2010). The M3 corridor connects Chisinau, the capital of Moldova, with Giurgiulesti in the very south of Moldova. The Corridor Chisinau-Giurgiulesti is European Road E597 connecting the Trans European Network (TEN) corridors VII Danube with Corridor IX. The Contract comprises two sections of M3 Road from Municipality of Comrat (km 96+800) to the south of Svetlii village at km 122+800, on to km 151+200 at Ciumai village, and further to the start of a newly designed bypass for Slobozia Mare village.
The Works under Section 1 (km 96+800 to km 151+200) include the completion of the followings Works:
• Earthworks: finishing of minor Works to access road adjustments, shoulder filling and finishing of fill and shaping of batter slopes;
• Pavement: asphalt pavement milling of damaged asphalt layer and replacement, crack sealing, asphalt paving Works;
• Shoulder protection, execution of sidewalks, construction of bus stops and arrangement and construction of one parking area and a roundabout;
• Completion of minor Works on superstructure and pavement for 9 bridges;
• Rearrangement of power lines and road illuminations;
• Implementation of road traffic organization (road marking and signs).
The rehabilitation Works under Section 2 (km 151+200 – km 171+290 and km 179+650 – km 190+750) will follow the existing road alignment with the exception of some minor road realignment work to improve the geometric characteristics of the road, minimize safety hazards, or to avoid areas subject to severe soil erosion. The work includes:
• Earthworks – embankment construction;
• Cement stabilized pavement construction;
• Drainage structures;
• Asphalt pavement work including overlays and the replacement of one bridge with a new bridge of length 59.20 meters and width 13 meters using precast prestressed concrete T beam elements.
Other work includes the rehabilitation of one bridge of length 26.27 m and width of 11 m and the construction of two roundabouts.
Detailed Description of Actual Services Provided by TEMELSU:
• inspect the Works to check whether performance complies with specifications and drawings;
• witness and approve regular tests of materials and of completed Works, and order additional tests if required;
• order the removal of improper or substandard work;
• control materials incorporated into the Works;
• examine and attend the testing of any work that is about to be covered or put out of view before permanent work is placed thereon;
• record work site daily events and quantities to pay (subject to geometric and quality tests);
• attend to the work inspections carried out by the State Authorities in accordance with the Moldovan Law;
• organise provisional and temporary technical acceptance of Works and submit all supervision documents to the taking-over committee according to the Applicable Law;
• issue Taking-Over Certificate in accordance with the Conditions of the Works Contract;
• inspect the Works during the Defects Notification Period.
• review and approve the Quality Assurance Plan submitted by the Contractor and check that the Works are implemented in accordance with the specifications; in particular, the Engineer shall verify that all laboratory tests described in terms of type and frequency are carried out by the contractor’s laboratory. The Engineer shall himself check the quality of such tests by conducting separate testing to verify the Contractor’s findings;
• supervise the Contractor in all matters concerning quality and care of Works;
