Detailed Narrative Description of Project:
The M3 corridor connects Chișinău, the capital of Moldova, with Giurgiulești in the very south of Moldova. The two contract sections with new and/or existing alignments, as detailed below, will be part of the M3 road;

Contract RSP/W9/02 – Construction of M3 Porumbrei – Cimișlia Road km 0+000-km 19+010 (FIDIC Conditions of Contract for Construction, MDB Harmonized edition, June 2010)
The project is represented by a new construction from km 34+357 of M3 Road to Cimișlia junction with R3 Road, located at km 19+010 north of Cimișlia. This road sector is designed as a Category Ib Road according SNiP 02/05/02-85, 4-lane road (two lanes each direction) of 19+010km in length. The road construction process is divided into phases. The first phase of the project has been considered in this tender procedure and will include the following main works: construction Monthly Progress Report for August 2020 7
of embankment on the entire width of road, drainage system, pavement with asphalt concrete surfacing for 2 lanes of the RHS, and construction to subgrade level of the LHS embankment, protection with topsoil and grassing of slopes on RHS and on the entire width of LHS, construction and rehabilitation of bridges. At km 1+100, at the junction with L 580 Mihailovca – Sagaidac – Valea Perjei Road, there is a grade separated interchange which was previously only partially built and requires rehabilitation. At km 11+548, where the road intersects the L582 GrădiÈ™te- Costangalia Road there is a grade separated interchange. At km 19+010 the road meets the R3 Cimislia – Hincesti road where there is a grade separated intersection and traffic circle. There are 5 other minor local access bridges along the alignment.
Contract RSP/W9/03 – Construction of M3 Comrat bypass km 0+000 – km 18+263 (FIDIC Conditions of Contract for Construction, MDB Harmonized edition, June 2010)
The Comrat bypass will begin at km 77+015 of M3 Road north of Comrat town and will connect at km 96+800 with the M3 road south of Comrat city. The length of bypass is 18.263 km and will consist of a 2-lane road of 3.75 m lane width and shoulders of 2.75 m width on each side. The Comrat bypass will consist of the construction or rehabilitation/reconstruction of 3 sections. The first section will begin at km 77+015 of M3 road with corresponding km 0+000 of the bypass to km 8+940 and involves new construction. At km 0+351 there is a grade separated intersection with the existing R28 road from Cimislia to Comrat. At km 1+943 there is a road over railway bridge and at km 8+490 there is a grade separated intersection where the alignment connects with the existing R23 road. The second section is overlapping with the existing R35 Basarabeasca to Comrat road from km 8+490 to km 13+586 and involves rehabilitation/reconstruction. The last section is overlapping with the existing section of M3 road and intersects with the R29 Ceadir Lunga – Comrat -Cantermir Road at km 14+715 with a grade separated intersection that involves rehabilitation/reconstruction. The road crosses the Lalpug River at km 17+569, where the exiting bridge requires rehabilitation and there is a grade separated intersection and traffic circle at km 17+958 where the alignment meets the existing M3 Road from Comrat city to Giurgiulești.
The Works on both contracts include:
• Earthworks – cut and embankment (fill) construction
• Sand drainage layer (originally only a 22cm layer for contract W9/03, now revised to include a 12cm layer for contract W9/02)
• C5 Crushed Stone Pavement Layer (originally only for contract W9/02, now revised to include a C4 layer for contract W9/03)
• Crushed Stone Cement Stabilized (HRB M60) Pavement Layer (CTB)
• Bituminous Coated Macadam (5-40)
• Bituminous Binder of Dense Asphalt Concrete (BND 60/90, SKBg-I/2.5)
• Stone Mastic Asphalt Concrete Wearing Course (BND 60/90, SMSc-I/2.2)
• Asphalt pavement milling (part of Contract W9/03 only)
• Precast Drainage elements (pipe culverts and box culverts)
• Bridges; 8 No. on contract W9/02 (1No rehabilitation, 7No new) and 6 No. on contract W9/03 (2No rehabilitation and 4No new)
The contract Time for Completion is 64 months, which includes 24 months for the Defects Notification Period.
Detailed Description of Actual Services Provided by TEMELSU:
The objective of this Construction Supervision Contract is to engage a suitably qualified Engineering Consultant to provide Contract Administration and Engineering Supervision services for Civil Works Contracts for the construction / rehabilitation of selected public roads within the Republic of Moldova. The expected outcome is to achieve, within the designated contract period and allocated budget, high quality roads with sound engineering properties that are safe for the public to travel. The timely issuance of the Taking-Over Certificates, elimination of defects, and issuance of Performance and Final Payment Certificates will be essential to achieving this outcome.
The Consultant will be required to undertake the role of the “Engineer” as defined in the FIDIC Conditions of Contract for Construction, MDB Harmonized edition, June 2010. The Consultant’s services will be provided over 64 months, which includes 1 month for pre-commencement activities, 36 months of Works supervision, 24 months covering the Defects Notification Period, and 3 months for issue of the Performance Certificates and other closing activities, the Final Account, and Contract close-out.
