Detailed Narrative Description of Project:
Pirallahi Island or Pirallakhi Island (Azeri: Pirallahı Adası) is an island in the Caspian Sea. The island is part of Azerbaijan, and is located right off the northeastern shore of the Absheron Peninsula, 43 kilometers to the Center of Baku. Pirallahi Island is said to be among the first places that oil was extracted in Azerbaijan and so it has a strategic importance. On the other hand the old settlements Shuvelan and Gala are gaining touristic importance day by day. The Government of Azerbaijan intends to improve the level of service on the related developing settlements’ road network and the Gala-Shuvelan-Pirallahi highway is one of the important parts of the network.
Gala-Shuvelan-Pirallahi highway is 2×3-lanes and has a total length of 24 kilometers (Category 1 in accordance with international standards).
At-grade roundabout intersection 2 nos.
Pedestrian underpass: 4 nos.
Total Construction Cost: 225.613.169 USD

Detailed Description of Actual Services Provided by TEMELSU:
• Overall technical and administrative management of the contract
• Checking the Shop Drawings submitted by the Contractor
• Supervision of construction and ensuring the quality required (FIDIC Compatible Contracts)
• Control and appraisal of progress and reporting
• Determining the value of approved variations and fixing new rates subject to limitations of authority.
• Issuing payment certificates
• Issuing Completion and Defects Liability Certificates
• Ensuring implementation of Environmental, health and safety and traffic management measures
• Advising the Employer on all matters related to the execution of the contract,
• Verification of “As-built” drawings supplied by the contractors
