The project area is whole territory of Former Yugoslavian Republic of Macedonia which is located in the Balkan Peninsula in Southeast Europe. Macedonia being a landlocked country has total a territory of 25 713 km2 out of which water area is 875 km2 while the land area is 24 856 km2.
The assignment is organized in two phases I Inception Phase and II Implementation Phase and implementation phase has two components. In our understanding, the Project can be divided into the following components and sub-components:

A Component 1
A1 Feasibility Studies
A2 Design Works
A3 Tender Documents

B Component 2
B1 Water Tariff
B2 Support Farmers and Water Users Organizations
B3 Capacity Building for Local Water Management Authorities and Water Users

Temelsu shall be responsible for delivery of tasks related to preparation of:
• Inception Phase/Participation in preparation of Pre-Feasibility report required by ToR in coordination with Consortium partners.
• Technical Assessment, Engineering Studies and Preliminary Designs
• Detailed Design
• Tender Dossiers

Temelsu shall give to the Leader its utmost support for the implementation of the tasks under his scope as described above, which includes:
a) to provide technical back-office support at first demand of the Leader;
b) to provide, upon the request of the Leader, necessary expertise in accordance with the Terms of Reference, Tender and the Consortium Budget;
c) to provide potential candidates for expert positions, in case any expert has to be replaced for any reason;
d) to administratively manage the permanent employees of the Consortium Partner that are involved as experts, if any;
e) more generally, to facilitate the activities necessary for successful implementation of the Project; and
f) during the period of validity of the Contract, to appoint a duly authorized representative (Project Director) who shall permanently liaise with the Leader and who will participate at any important meetings at the request of the Leader.
