The Government of Azerbaijan (GOA) has given priority for urgent rehabilitation and improvement of important irrigation and drainage infrastructure in order to reduce the risk of losing agricultural productive capacity. The first phase resulted in ranking of 11 preselected irrigation projects or existing irrigation systems. The corresponding consulting services were conducted between September 1997 and February 1998. During the second phase the two top priority projects were studied at feasibility level and priority project components were defined for the first year of construction including detailed design and the preparation of the respective tender documents.
The scope of Phase-2 services included:
1- The rehabilitation of the 50 km long upper reach of the Samur-Apsheron-Canal (SAC) and headworks, and additionally selected lower order inter-farm canal systems; and
2- The completion of the remaining 32 km of the Main Mill-Mugan Collector Drain (MMCD).
Phase-2 services were divided into two consecutive phases:
a) Phase 2a (six months), which includes the preparation of the feasibility studies for SAC and MMCD projects.
b) Phase 2b (five months), which includes detailed design for the selected sub-project or components thereof and the preparation of the corresponding tender documents.
