Detailed Narrative Description of Project:
Within the scope of the Country Aid Strategy, the World Bank plans to provide a loan to Iller Bank (Bank of Provinces) for an amount of 200 million US Dollars for the realization of ‘Municipal Services Project’. The loan will be utilized by selected Municipalities for providing better infrastructure services; especially water, wastewater and solid waste management services. Carrying out the Feasibility Studies necessary for the taking of the investments to be made by the selected Municipalities into the scope of project financed by the World Bank constitute the general scope of the Consultancy services and the preparation of the Feasibility Studies is financed with Japanese PHRD grant. The selected Municipalities whose feasibility studies will be prepared have been defined in three groups.
Group A: 1. SASKİ, 2. BERGAMA, 3. ÖDEMİŞ, 4.MUĞLA, 5. KÜTAHYA
Group B: 1. MESKİ, 2. ELBİSTAN, 3.ERZURUM, 4. BİRECİK, 5. ÇANKIRI
Group C: 1. ASAT, 2.SERİK, 3. ILICA, 4. GELİBOLU, 5. POLATLI, 6. GÜMÜŞOVA
Services for the preparation of Feasibility Report for Group A Municipalities constitute the scope of this work.

Investments for which the Preparation of Feasibility Study is wanted are summarized in the following table.

The goal of the project, in general, is the elimination of activities which have adverse effect on public health and pollute the environment with sustainable programmes affordable by the public to be executed by the institution responsible for carrying out the activity.

• Determination of technical solution, its dimensions and cost, alternative solutions,
• Definition of the requirement for institutional restructuring, development of suggestions
• Preparation of investment programme
• Definition of project benefits
• Definition of existing financial status
• Development of suggestions about financial and institutional structure
• Evaluation of existing tariff/tax collection policies
• Water Tariff Analysis
• Preparation of Environmental Review Report
