Detailed Narrative Description of Project:
The road network is the backbone of the Montenegrin transport system and, due to the terrain, size of the country and relatively limited rail coverage. The Traffic Directorate (TD) within the Ministry of Transport and Maritime Affairs prepared a programme for the reconstruction of the main national roads.
The proposed project covers rehabilitation and upgrading of various road sections by EIB financing as follows:
• E-80 coastal corridor, M-2 Kamenovo-Petrovac Section (2 lanes, 11.30 km)
• E-80 coastal corridor, M-2. Petrovac- Bar Section (2 to 3 lanes, 12 km)
• E-65 scheme, M-2 section Lepenac- Ribarevina (2 to 3 lanes, 12.90 km)
• E-65 scheme, M-2 section Ribarevina-Poda (2 lanes, 14.70 km)
• E-65 scheme, M-2 section Poda-Berane (2 lanes, 12.20 km)
• E-65 scheme, M-2 section Berane-Entrance Tunnel “Lokve” (2 to 3 lanes, 16.20 km)
• E-65 scheme, M-2 section Exit Tunnel “Lokve” – Rozaje (2 to 3 lanes, 14.70 km)
• E-763 link, Barski most-Bijelo Polje (chainage 131+200 km to 135+300 km) (2 to 3 lanes, 4.30 km)
• E-763 link, Barski most – Bijelo Polje from km 135+300 to 145+600 (2 lanes, 10.30 km)
• M-8 highway Pljevlja-Mihajlovica (2 lanes, 10 km)
The assignment covers supervision of construction works and project management services for the above EIB financed sections which will be implemented through FIDIC Red Book Conditions of Contract.
Detailed Description of Actual Services Provided by TEMELSU:
• overall technical and financial administration of the contracts;
• approval of the contractors’ work programmes and sources of materials;
• approval of contractors’ working drawings;
• construction supervision of the works;
• control and appraisal of the progress of the works;
• determining the value of approved variations and fixing rates;
• issuing interim certificates for payments to the contractors on the basis of measured work items and certifying completion of all or parts of the works;
• ordering tests of materials and of completed works;
• ordering the removal of improper or substandard works;
• ensuring that environmental mitigation measures are implemented during construction and as permanent works are brought into use;
• ensuring that traffic and safety requirements (including on-site movements) are met;
• verification of “As-built” drawings supplied by the contractors,
• advising the Employer on all matters related to the execution of the contract.
