Consulting services include investigations, surveys, preparation of designs and tender documents to international standards for 19 irrigation systems (schemes), covering an area of about 85,000 ha, located throughout the country, with the majority of the schemes located in the three southern oblasts. For schemes on trans-boundary rivers, the consultancy includes preparation of river basin management plans. Several schemes under the project draw water from two dams, namely Papan and Naiman Dams, for which dam safety plans will be prepared and necessary rehabilitation works designed. Environmental impact assessments will be carried out and reports prepared, in addition to specific design reports and tender documents for each of the schemes. Construction supervision and quality control of all of the above project components and on-the-job training are also within the scope of the consulting services.
Description of Actual Services Provided by TEMELSU:
Management, coordination and leading all international and local teams and sub-consultants in:
• Topographical surveys and geotechnical investigations,
• Preparation of rehabilitation designs and bidding documents based on World Bank standard bidding documents for off-farm irrigation systems,
• Preparation of river basin management plans for schemes on trans-boundary rivers,
• Safety risk assessment of dams, preparation of dam safety plans, and design of remedial works,
• Reviewing the existing O&M systems on the selected irrigation and dam schemes and propose effective institutional arrangements,
• Carrying out Environmental Assessment studies and preparation of Environmental Monitoring Plans,
• Construction supervision and quality control of all project components and on-the-job training.
