The project covers the preparation and implementation of major program of transport and water, sector investments and financially supported by the EIB, Nordic Invest Bank and ABN Amro. The project have three components;

Component 1 : ( Light Rail, 132 million Euro)the construction of a light rail transit system with 14 km of double track and 24 stations, including the provision of workshop facilities; rolling stock; power, signalling and communication systems; and operations and maintenance support and training over the first year in service (2006);

Component 2 : ( Water Supply, 23 million Euro) improvement of treated water quality by upgrading the existing, 120 000 m3/day, EskiÅŸehir WTP through the incorporation of a pre-ozonation plant, activated carbon contactors and improved controls, together with the provision of sludge treatment and disposal; rehabilitation of 80 km of the inner city water network, and 160 km of water network extension in the outer urban areas; planning and implementation of a leak detection programme, with follow-up operational support including the provision of SCADA and a computerised hydraulic network model of the supply system; (Drainage, 30.5 million Euro) 125 km of sewerage network extensions, primarily in the outer urban areas subject of the water supply measures above; storm-water network improvements, targeted in areas subject to flooding; up-rating the capacity of the existing EskiÅŸehir WWTP by 37 500 m3/day, and upgrading the entire plant to provide biological nutrient removal, together with all sludge management facilities; updating of the existing wastewater master plan, including confirmation of the drainage measures outlined above;

Component 3 : (River and Canal Improvements. 26.5 million Euro) bank reconstruction along the Porsuk River, together with improved water level regulation through the construction of two new weirs and the repair of an existing, adjustable weir; associated construction of new road bridges (7) and footbridges (4) across the Porsuk River, and repairs to six existing bridges; rehabilitation and relining of two inner-city irrigation canals to prevent leakage to property basements.
