Detailed Narrative Description of Project:
The water supply system in the Sarajevo Canton is a combination of a gravity and pumping system. The main water sources are groundwater accumulations at the site of the Sarajevo well field (Bačevo, Sokolovići, Stup), which is located around 20 km from the Center of Sarajevo, in the south-western direction of the city, near the
Sarajevo International airport. The overall length of the water distribution network is 1,119 km, consisting transport pipelines (82 km) and distribution pipelines (1,038 kilometers).
The main purpose of the Project is to reduce the water losses and eliminate cuts in water supply through reconstruction of the water supply network and modernization of pumping units and wells. This should assist the Company to reduce its operating costs through reduced consumption of electricity (more than 90 percent of the water is pumped into the system), to improve the quality of the service, efficiency and manageability of the water supplying system (new more efficient pumps and control equipment).
The FIDIC Conditions of Contract for Construction for Construction for Building and Engineering Works designed by the Employer, First edition 1999, published by FIDIC shall be used for the Works Contract.

Detailed Description of Actual Services Provided by TEMELSU:
- to provide pre-construction contract award activities (inception phase) such as:
- Design review before the Works Contract has commenced, identification of the design inconsistencies and necessities to modify the design,
- Supervision Quality Assurance Plan,
- Risk Management Plan and Risk review
- to supervise the Works, approve the materials, approve the method statements, approve the Construction drawings, ensure a proper quality of the works implemented by the Contractor;
- to ensure proper accounting and recording of the progress of the Works;
- to ensure that construction works are planned orderly and take proactive action to identify circumstances that might lead to delays in the Works Contract and propose to the Employer measures that can be taken to avoid or minimize any such delays. In that sense, the Consultant has obligation to identify and report the Design safety and/or stability issues, conflicts or inconsistencies that are missed during the Inception Phase with respect to the actual geological conditions, Technical Specifications or other parts of the Design. The Consultant is not required to provide the remedy designs but the Consultant is required to provide its opinion on the new Design or design modifications in order to achieve stability of structures, optimization of costs and consistency with other parts of the Design.
- to assure technical assistance during Works Contract execution on the quality of works.
- to establish and maintain best possible lines of communication between stakeholders, Employer and Contractor in particular
- to adhere and ensure the works contracts are implemented in line with the EBRD’s policies with special attention to the Bank’s Procurement Policies and Rules as well as the Environmental and Social policies; and legal agreement between the EBRD, the Borrower and the Company.
