Narrative Description of Project:
Assignment B is the stage following Assignment A of the project and comprises the following components.
1. Assistance to the Project implementation Unit (PIU), including Project Planning and Management Activities.
– Assisting with the further establishment of the PIU and its branches
– On-the-job training in procurement and contract management activities
– Assisting the PIU with remaining procurement
– Monitoring project implementation
2. Construction Supervision and Related Activities
2a. South Karakalpakstan Main Drain and Related Facilities
– Preparation of prequalification documents
– Undertake, on behalf of the PIU, evaluation of prequalification
– Preparation and issue of the tender documents
– Undertake, on behalf of the PIU, evaluation of the tenders
– Assist the PIU in contract negotiations with the successful tenderer
– Acting as the Engineer in the civil works, goods and equipment supply and installation contracts responsible for inspection and supervision of the construction works, installation of equipment and testing of construction materials
2b. Implementation of selective improvements to the main and secondary collector drains in South Karakalpakstan
– Review of former survey information
– Prioritisation of required remedial works
– Preparation of bidding documents
– Preparation of procurement documents
– Assisting PIU in prequalification and tender evaluation
– Assisting PIU in completing award of the contract
– Provision of construction supervision
3. Conditions surveys, Detailed Design and Construction Supervision of Remodelling South Karakalpakstan Main and Secondary Canals
4. Development of Water User Associations, Technical Assistance and Training for Improving Irrigation and Drainage and Agricultural Practices
5. Improving Irrigation and Drainage Infrastructure
– Identification of needs for irrigation and drainage infrastructure improvements on the areas to be operated by WUAs
– Implementation of the identified irrigation and drainage improvements
6. Amu Darya Basin Water Management Studies
– Review of key hydraulic infrastructure on the Amu Darya River
– Management of water allocation and droughts in Uzbekistan
– Flood Management
7. Irrigation Scheduling and Training
– Introduction of modern tools for irrigation scheduling in South Karakalpakstan
8. Training for personnel engaged in South Karakalpakstan’s irrigation system management.
