Narrative Description of Project:
The Consultant’s Services were carried out in three phases in a period of six years. The scope of activities for Phase-1 are:
- Phase -1 has a planned duration of 7 months. During this period the Consultants are expected to:
- Carry out examinations, safety assesment and prepare detailed designs and bidding documents for the repair and safety monitoring of two priority dams (Orto-Tokoi and Karabura Dams);
- Prepare detailed designs and bidding documents for ten schemes of rehabilitation of the irrigation and drainage infrastructure;
- Prepare a detailed project implementation plan;
- Conduct seminars for local contractors and suppliers and assist the MOAWR with the advertising and issuing of bidding documents.

- Phase -2 studies aim to carry out safety assessment and prepare detailed design and bidding documents for rehabilitation of 5 dams (Papan, Kirov, Ala Archa, Bazar Kurgan and Spartak Dams) and irrigation infrastructure of 95 000 ha.
During this period the Consultants are expected to:
- Assist the PIU with overall project planning, management and administration, and monitoring of project progress and performance;
- Prepare feasibility reports for additional dam rehabilitation and for any sub-projects with considerable new works; and prepare detailed designs and bidding documents for approved sub-projects and dams;
- Assist the PIU with construction management and supervision, including quality control; and with all procurement;
- Organize training programs for local consultants and local contractors; and provide on-the-job training for construction supervision staff.

- Phase -3 consultancy studies comprise:
- Review of contractor’s design and monitoring site investigations and assistance to PIU in construction supervision of Papan Dam;
Assistance in construction supervision of Kyrgyz Ata/Naiman headworks and canal systems, and the other irrigation sub-projects in Osh and Djalal Abad oblasts.

Description of Actual Services Provided by TEMELSU:
For Phase-1, 2 and 3 Temelsu provided 19 experts (dam experts, engineering geologist, hydromechanical expert, irrigation engineers, hydrologist, seismicity specialist, environmentalist, contract and construction supervision specialist, quality control expert).
