Detailed Narrative Description of Project:
The Project Area is the Center of the Province MuÄŸla located in the south of the Agean Region. The plain in the south of the Province Center is a closed catchment area named as the MuÄŸla Polje. According to the population census of year 2000, 43 845 inhabitants are living in the province center. Estimated population projections of the years 2020 and 2040 are respectively 67 906 and 84 842 inhabitants counted together with the new settlement areas which are included within the municipality borders by the new regulations.
The UFW rate has been determined as 61%. Preventing loss of water transmitted by nearly 400 m pumping head to the city affects to a great extent the income-expenditure balance of the facility.
As no sewerage system exists in the city center of MuÄŸla, wastewater disposal is provided by septic tanks throughout the city. Due to high permeability of soil, seepage type tanks are used.
The unavailability of waste water treatment and leakage of waste water from seepage tanks causes pollution of soil and ground water as well as bad odour in the city. On the other hand, water leaking to the ground water table reach the drinking water resources and the Gökova Bay.
Works planned to be fulfilled under scope of the Project are as follows:
• Rehabilitation of the drinking water system operating with high losses
• Construction of a sewerage network lacking in the city
• Construction of a Waste Water Treatment Plant for treating waste water collected in septic tanks causing soil and ground water pollution and pollution of the Gökova Bay. Due to settlement of the Muğla city center within a closed catchment area, finding an appropriate solution for discharge of treated waste water is to be considered as a substantial heading amongst the main activities.
Project has two main stages, design and construction supervision.
Detailed Description of Actual Services Provided by TEMELSU:
Activity No: 1. Design And Preparation of Bidding Documents
• Detection and Measurement works for the Main Water Supply System and Distribution System, Establishment of the Hydraulic Model and Preparation of the Designs of the Water Supply System by using the data obtained from these studies
• Review of the Existing Sewerage Network Designs, determination whether sufficient for the population of project target year, revision of drawings if it is necessary, preparation of Designs for Sewerage Network of New Settlements
• Preparation of Conceptual Design for WWTP and Treated Waste Water Discharge Line comprises the Determination of Plant Capacity and Quality of Influent-Effluent Water, Sludge Management, Preparation of Conceptual Design Report and Conceptual Drawings for WWTP
• Preparation of Tender Documents, Provision of Technical Assistance Services to the Municipality during the Bidding Period, Preparation of the Final Contract Documents which will be signed between the Municipality and Successful Bidders.
Activity No: 2. Construction Supervision Services:
The services which will be performed during this activity are,
• During the mobilization stage of the Contractor, monitoring if the Contractor fulfils his liabilities within the framework of contract clauses or not.
• Examination and Approval of Final Designs for WWTP Design – Build Contract including energy transmission line and HV – LV distribution.
During the Construction Supervision Period, Provision of Project Management Services, Construction Supervision, Take-Over and Commissioning Period Services, Defects Liability Period Services and Final Acceptance.
