The Consultants Services were carried out in two phases, with a total estimated duration of 4 years. The scope of this particular assignment covers the activities defined for Phase-1.
a) Phase I has a planned duration of 7 months. During this period the Consultants are expected to:
(i)Carry out examinations and prepare detailed
designs and bidding documents for the repair
and safety monitoring of Karabura Dam(h=77 m)
and Orto-Tokoi Dam (h=52 m);
(ii)Prepare detailed designs and bidding documents for ten schemes of rehabilitation of the irrigation and drainage infrastructure;
(iii) Prepare a detailed project implementation plan;
(iv) Conduct seminars for local contractors and suppliers and assist the MOAWR with the advertising and issuing of bidding documents.
(b) Phase II is expected to immediately follow Phase I and is planned for about three years. During this period the Consultants are expected to, inter alia:
(i) Assist the MOAWR with the establishment of a Project Implementation Unit (PIU);
(ii) Assist the PIU with overall project planning, management and administration, and monitoring of project progress and performance;
(iii) Prepare feasibility reports for additional dam rehabilitation and for any sub-projects with considerable new works; and prepare detailed designs and bidding documents for approved sub-projects and dams;
(iv) Assist the PIU with construction management and supervision, including quality control; and with all procurement;
(v) Organize training programs for local consultants and local contractors; and provide on-the-job training for construction supervision staff.
