The project has been supported by World Bank Loan at all the stages and the Consultancy Services comprise the main aspects following:
• Irrigation Strategy Review, Preparation of a Master Plan and Design and Implementation of a Core Program throughout Turkey. The plan prepared comprises some 300 major projects covering a total irrigation area of about 2.3 million hectares and it is continuously revisable depending on the data to be updated every year.
• Assistance to the Client in the Preparation of Annual Public Investment and Application Programmes to be updated continuously.
• Preparation of a Core Programme of Drainage and On-Farm Development Works selected from the list of DSÄ°’s completed and on-going major irrigation and drainage schemes.
The main objective of the works is to rationalize General Directorate of State Hydraulic Works’ major irrigation investments for the 10-year period of 1988 to 1997 by considering the budget funds available
Consultancy Services provided are given in detail below:
• Determination of the new policy and strategy in irrigation development
• In the line of the new strategy, preparation a master plan
• Preparation of the long term investment programme
• Preparation of an Inception Report. Prioritization of the rehabilitation projects identified in inception report, preparation of the detail designs, tender documents and supervising the implementation and monitoring the performance of the rehabilitation projects.
• Preparation of a Management Information System model
• Helping DSİ to increase technical capacities of counterpart personnel
